Looking to 2026: HOME Policy Priorities Overview
Condo Deposit Reform: Allow buyers to provide meaningful deposits that can actually be used to pay for construction, protected by strong consumer safeguards.
Blight & Mitigation Fee Package: Combat blight, illegal dumping, trash accumulation, and fire risk on vacant and foreclosed parcels, while encouraging higher density, more affordable homes in infill areas.
SB 684/SB 1123 Clean Up: A package of SB 684 and SB 1123 tweaks to make the bill easier to use, clearer, and applicable to more sites. More expansive additions to the policy are in consideration as well.
Looking to 2026: HOME Coalition Letter Process
February HOME Meeting: All members may submit bills for consideration as HOME priorities – all submissions are due by the end of the month.
March HOME Meeting: All members get to vote on the top 3 bills that we should circulate HOME support letters for. Votes are due by the end of the month.
Early April: The HOME facilitation team develops and circulates for sign-on the HOME coalition support letters for the year. The HOME facilitation team will also submit and resubmit the letters as necessary.

Habitat for Humanity CA: CalHome budget request letter
Habitat is circulating a coalition letter to the Governor and to leadership in the Assembly and Senate requesting $500 million for CalHome.
There are still a couple hours left to sign on!

NPHS Inc: Land Banking Study
NPHS Inc has been working with UCR on a study on tax delinquent parcels and how to craft more effective intervention strategies that help owner-occupied properties avoid tax foreclosure, and allow nonprofits and affordable developers to more easily acquire tax delinquent properties.
