This month, we dedicated our HOME meeting to presenting member-sponsored state bills for consideration for HOME coalition letters. If you were unable to attend, you can still propose a bill for consideration by sending me the bill number by EOD on Monday, March 2. We request that all available materials are sent to me by March 9.
Next month, Ryan Sears from NPHS Inc will be presenting on the Part 1 findings of their ongoing research on land banking with UC Riverside. We will also be taking a final vote on which bills to write and submit coalition letters for, so please review the provided bill materials and come ready to vote!

SB 996 (Padilla)

SB 996 would create an opt-in process by which manufactured home owners, who own a stake or right to the land under their home (co-ops, ROCs, LEHCs), outright own the land under their home, or possess a long-term lease, can have their homes titled as real property and, in turn, gain access to more favorable financing, such as traditional mortgages.

SB 1092 (Allen)

SB 1092 creates a real pathway for residents of manufactured housing communities to offer competitive bids to preserve their communities. The bill provides that if a mobilehome park owner receives an offer for the sale, lease, or transfer that management intends to accept, they must provide residents or their designated representative the opportunity to offer a competitive bid to purchase the park. The bill defines reasonable timelines to support residents in their acquisition of support and financing.

AB 939 provides a targeted, no-cost fix to streamline affordable homeownership by creating an exception to the 180-day resale restriction in state law, if the developer is under contract with a nonprofit affordable housing organization that receives an IRS welfare exemption for properties to be sold to low income families who participate in a below-market rate interest loan program, directly.

AB 801 will fill the gaps in the Federal CRA by creating a CA state CRA, extending an obligation to provide equal access and reinvest in communities on state chartered banks, state chartered credit unions, state licensed independent mortgage companies, and certain fintech firms that offer bank-like services and products.

AB 1406 will give more Californians a pathway to affordable homeownership by raising current limits on homebuyer deposits in new housing developments. The bill helps builders lower their construction and financing costs by reducing risk to lenders and investors, ultimately leading to lower-cost homes for Californians.
