HOME Member Spotlight: NPHS Inc, Land Banking Study

    • Study Findings (Part 1): Exploring Land Banking as a Tool for Affordable Housing in the Inland Empire

    • Questions should be directed to Ryan Sears, Head of Policy and Research, NPHS Inc: ryan@nphsinc.org 

    • Study purpose: to assess if land banking could be a viable, data-informed strategy for expanding affordable housing opportunities in Riverside and San Bernardino counties.

      • Takeaway: there are some areas where redeveloping tax delinquent properties will be a good strategy for building more affordable housing, and others that will be less feasible.

        • Contextual Constraints:

          • High wildfire risk in multiple cluster areas

          • Limited public transportation and mobility access

          • Zoning restrictions incompatible with residential uses

          • Infrastructure gaps

          • Market pressures that may limit affordable acquisition

      • There are around 20,000 tax delinquent parcels that go up for auction every year in California. Of those, around 50% would be developable as affordable housing, annually.

Legislative Update

  • HOME Priority Bills

    • SB 1116 (Caballero): SB 1116 will streamline the construction of smaller, lower-cost “starter” homes for home ownership by making several improvements to existing state housing law. 

      • Schedule to be heard in Senate Housing on April 7!

      • Please consider submitting a support letter by 12pm on April 1 for the first hearing (Emily can help draft and submit!).

    • AB 1406 (Ward): AB 1406 will give more Californians a pathway to affordable homeownership by raising current limits on homebuyer deposits in new housing developments. 

      • This is a two-year bill and won’t be heard in committee for a couple more months.

      • But you can still submit a support letter!
